Responsibilities

The Director of Operations (DO) is responsible for the overall operational leadership of a designated region within a state or the entire state, as assigned. This role focuses on strategic execution, financial performance, compliance, and operational efficiency while ensuring that all regional operations adhere to company-standardized practices and policies. The DO does not directly supervise frontline staff but is accountable for ensuring alignment with company objectives, regulatory requirements, and accreditation standards. Additionally, the DO supports the Vice President of Operations (VPO) in implementing statewide strategies, driving performance metrics, and optimizing service delivery through regional leadership teams.

 

Essential Duties & Responsibilities:

  • Operational Leadership & Compliance
    • Oversee all operational functions within the designated region, ensuring efficiency, consistency, and compliance.
    • Implement statewide and regional policies to support service delivery, client outcomes, and company growth.
    • Ensure compliance with all payer, state, and accreditation (COA) standards, overseeing quality assurance measures.
    • Monitor caseload distribution, service capacity, and staffing efficiency in collaboration with Program Directors (PDs).
  • Financial & Performance Management
    • Develop and manage regional budgets, ensuring fiscal sustainability and cost-effectiveness.
    • Oversee financial performance, including billing accuracy, revenue growth strategies, and cost controls.
    • Track Key Performance Indicators (KPIs) for service utilization, staff productivity, and operational efficiency.
    • Work closely with finance teams to ensure regional financial performance meets company objectives.
  • Leadership & Team Development
    • Directly supervise Program Directors (PDs), providing mentorship and strategic guidance.
    • Ensure PDs are effectively managing program services, staffing needs, and administrative operations.
    • Collaborate with corporate teams (HR, Finance, Compliance, IT, Training & Clinical Development) to align operational processes.
    • Champion employee engagement, retention, and leadership development initiatives.
  • Stakeholder & Community Engagement
    • Establish and maintain strong relationships with state agencies, regulatory bodies, and funding sources.
    • Represent the organization in regional partnerships, advocacy efforts, and community engagement initiatives.
    • Serve as the primary point of contact for state-level contract negotiations and service expansions.
  • Risk Management & Crisis Response
    • Identify operational risks, develop mitigation strategies, and ensure crisis management protocols are in place.
    • Oversee emergency preparedness plans and ensure regional teams are equipped to respond effectively.
    • Partner with compliance teams to conduct internal audits and resolve any operational deficiencies.

Qualifications

  • General Requirements:
    • A Bachelor’s Degree in a relevant human services discipline, such as Social Work, Psychology, or Sociology, is a mandatory qualification.
    • A minimum of 5 years of experience in a community-based setting, including at least 6 years in a supervisory role that demonstrates significant leadership skills, is required.
  • State/Program Specific Requirements:
    • For Therapeutic Foster Care programs in Tennessee, a Master's Degree in Social Work or a behavioral health-related field is required
